God's plans don't change with the times or fail as generations pass—His purposes are as eternal and solid as He is.
Everything human is temporary. Kingdoms rise and fall. Leaders die. But God's purposes remain untouched and unshakeable. That's stability you can actually count on.

This is fundamental to biblical hope—God isn't making things up as He goes. His plan from creation to the new creation is coherent, intentional, and ultimately redemptive.
God's counsel endures perpetually, and His intentions persist across all generations—human empires rise and fall, but God's purposes are eternal and immutable.
The psalmist establishes an eternal/temporal contrast: human plans ('ēṣat gôyim, the counsel of nations) are temporary and fallible (verse 10); God's counsel (ʿēṣat YHWH) is permanent and reliable. The 'heart' or 'mind' (lēḇ) of God indicates purposeful intention, not arbitrary whim.

This foundational assertion about God's immutable counsel appears throughout Scripture—Proverbs 19:21 ('Many are the plans in a human heart, but it is the LORD's purpose that prevails') and Romans 8:28 (God works all things together according to His purpose) represent its ongoing authority.
