No matter how powerful a nation thinks it is, God can undo their plans if they contradict His purposes.
You're probably listening to this during a time when Israel felt vulnerable to larger empires. The psalmist is saying, 'Don't panic. Whatever plans Assyria or Egypt or Babylon make, God can frustrate them.' It's a word against political anxiety.
The psalmist, now bringing the cosmic power of God into the political and historical realm.
This is proven again and again in Israel's history—from Egypt's defeat at the Red Sea to Babylon's fall. God's counsel ultimately prevails over human schemes.
Human political schemes and military stratagems—what nations devise—are ultimately futile against God's will; He actively nullifies human plans that oppose His purposes.
The Hebrew 'ēṣâ (counsel/plan) and maḥšeḇōt (devices/thoughts) suggest intentional strategies of statecraft. The psalmist observes a historical pattern: nations rose and fell, alliances shifted, but God's purposes remained. This would have resonated particularly in contexts of foreign domination (Persian or Hellenistic periods).

This reflects the prophetic tradition's insistence that God's hand moves through history—Daniel's interpretation of kingdoms as ultimately subject to God (Daniel 2, 7), and the New Testament's claim that God works all things according to His counsel (Ephesians 1:11) belong to this trajectory.
