Paul draws this from the whole sweep of Scripture—from Adam onward, humanity has consistently chosen its own way. It's not that some people are worse than others; it's that everyone falls short of God's standard.

Every human being—without exception—has failed to meet God's moral standard and exists in a state of fundamental deficiency before Him.

Language and setting

This statement provides the logical foundation for what follows: if everyone is equally compromised, then everyone needs the same solution, on the same terms. Paul uses the language of 'falling short' (ὑστερέω), which suggests not a single lapse but an ongoing condition of inadequacy. This undermines any boast in moral achievement or ethnic privilege.

Significance

Humanity was made in God's image (Genesis 1:27) but fractured that image through rebellion (Genesis 3). The 'glory of God' (δόξα) references both the radiance of God's character and the original human dignity now lost. All are in Adam's predicament; all need Adam's reversal.

21But now, apart from the law, the righteousness of God has been revealed, as attested by the Law and the Prophets.

22And this righteousness from God comes through faith in Jesus Christ to all who believe. There is no distinction,

23for all have sinned and fall short of the glory of God,

24and are justified freely by His grace through the redemption that is in Christ Jesus.

25God presented Him as an atoning sacrifice in His blood through faith, in order to demonstrate His righteousness, because in His forbearance He had passed over the sins committed beforehand.
