Paul then shifts the question from hearing to understanding: did Israel not grasp the gospel's meaning? He begins answering with Moses' prediction that God would provoke Israel to jealousy through a non-nation.

Language and setting

The shift from ἀκούω ('to hear,' verse 18) to συνίημι ('to understand,' verse 19) introduces a new diagnostic layer: Israel heard but did not comprehend. The quotation from Deuteronomy 32:21 (the Song of Moses) represents God's warning that Israel's unfaithfulness would provoke divine action—sending plagues and raising up a non-people as instruments of judgment and correction. Paul applies this ancient threat prophetically: the 'foolish nation' (ἐθνὸς ἀσύνετον) becomes gentiles who accept the gospel precisely when Israel resists it, fulfilling Moses' threat-turned-prediction.

20And Isaiah boldly says: “I was found by those who did not seek Me; I revealed Myself to those who did not ask for Me.”

21But as for Israel he says: “All day long I have held out My hands to a disobedient and obstinate people.”
