This reveals the spiritual blindness at the heart of evil. They're not just breaking laws—they're denying that God is paying attention. It's practical atheism: living as though God either can't or won't intervene.

This lie—that God doesn't notice or doesn't care—is as old as the serpent's question in Genesis: "Did God really say?" It's the root of all rebellion. But it's fundamentally false, and the next verse proves it.
The wicked convince themselves that God neither observes their actions nor cares about their transgressions, thereby justifying their continued brutality.
This verse articulates what scholars call practical atheism—not doctrinal denial of God's existence, but functional rejection of divine oversight. The statement 'The LORD does not see' (לֹא־יִרְאֶה יְהוָה, lo yireh YHWH) and 'the God of Jacob pays no heed' (לֹא־יָבִין אֱלֹהֵי יַעֲקֹב, lo yavin Elohei Yaakov) express a willful closing of the eyes—both literally and morally. The wicked manufacture a theology that suits their desires, what the medieval commentator Ralbag called 'the fool's conviction.'
The psalmist quotes the inner reasoning or public claims of the oppressors, exposing their theological bankruptcy.
