If someone refuses to turn from their evil, God will bring judgment—He's sharpening His sword and preparing to fight.
God gives people the chance to repent. But if they refuse, there are consequences. This verse emphasizes both God's patience (the opportunity to repent) and His seriousness (real judgment).

Throughout Scripture, repentance is always the way out of judgment. But when people refuse to change, judgment comes. This is true in ancient stories and in Jesus' own teachings.
If the wicked refuse to repent, God will unsheathe His instruments of judgment—sharpened weapons prepared to execute punishment.
The conditional structure 'if one does not repent' (im lo yashub, אם לא ישוב) opens a window for repentance even at this late stage. Repentance (shubah, שובה) means a radical turning, a reorientation of the will. Yet if refused, God moves to action: He 'sharpens His sword' and 'bends His bow' (yinat chatzav, יתן חצבו). These are images of martial preparation—the warrior readying his weapons. The verbs are in the future tense, indicating imminent action. This represents what scholars call the 'weapons of God' motif, common in theophanic texts (Habakkuk 3:9, Psalm 45:3-5).

This embodies the biblical tension between mercy and judgment—God gives opportunity for repentance but will not delay indefinitely. It echoes the prophets' warnings and foreshadows the New Testament's insistence that judgment is both certain and escapable through metanoia (transformation of mind).
