Everyone wants access to people with power and resources. What looks like friendship is often people positioning themselves for advantage.
Court life, patronage systems, and any social hierarchy work this way. You see it at every level—people being nice to the boss, or to whoever controls the resources. The proverb is naming what's actually happening behind the smiles.

The phrase 'seek the favor of the prince' (r'e penei nagid) appears frequently in cuneiform administrative texts; it was the standard mechanism by which advancement occurred. The parallel construction equating the prince with the gift-giver shows how both operate through the same transactional logic—genuine relationship takes a secondary role to material benefit.
