Around nine in the morning, he goes out again and sees more people standing around the marketplace with nothing to do.
These aren't lazy people — they're waiting to be hired. They just haven't had the opportunity yet.
The landowner notices people who want to work but haven't had the chance.
The owner keeps going back. He sees people who want to work and gives them a chance.
At the third hour (approximately 9 AM), the landowner finds additional workers idle in the marketplace (agora), the typical hiring location.
The marketplace served as an informal labor exchange; standing idle (argous) indicates availability, not laziness.
The narrator describes the landowner recruiting more workers mid-morning.
The landowner returns to hire more workers, extending opportunity to those who had not yet found employment.
