The scholarly reading

If a town does not dechetai ('welcome/receive') them, they are to shake off the koniorton ('dust') from their feet as a martyrion ('testimony/witness') against that place. This gesture, typically performed by Jews leaving Gentile territory, symbolically declares the rejecting town as outside God's covenant community.

Language and setting

The dust-shaking ritual reverses the expected direction: instead of Gentile territory being unclean, a Jewish town that rejects God's messengers is treated as pagan. This establishes accountability for those who hear and reject the kingdom message.
