Judas takes the initiative — he goes directly to the chief priests and temple guards to work out a plan for handing Jesus over to them.
Notice that no one approached Judas. He sought them out on his own, making his betrayal an active, deliberate choice.
Luke shows Judas' willful action, making clear that this wasn't a spur-of-the-moment weakness but a calculated decision.
This makes it even more heartbreaking. Judas wasn't tricked or forced — he walked into the meeting on his own two feet and offered to betray his teacher and friend. He worked out the details like a business deal.
Judas proactively approaches (apelthōn) the chief priests and stratēgois (temple officers/captains of the temple guard) to discuss (synelalēsen) how to betray (paradō) Jesus. The verb synlaleō implies collaborative planning.
The temple officers' involvement indicates this was an official, coordinated operation with both religious authority and armed enforcement capability, not a private arrangement.
Luke narrates Judas' initiative in seeking out the authorities, emphasizing that the betrayal was not coerced but voluntarily offered.
Judas doesn't wait to be recruited — he goes to them. He meets with both the religious leaders and the temple police, working out the logistics of handing Jesus over. The conspiracy now has its inside agent and its armed force.
