Everyone who heard what the shepherds told them was absolutely amazed by their story.
Amazement is a first step, but it's not the same as faith. Luke lets you decide: will you be merely amazed, or will you believe like the shepherds did?
Luke captures the reaction of everyone who heard the shepherds' incredible news.
The shepherds' story leaves people wide-eyed and speechless. Angels, a manger, a Savior born tonight—it is almost too wonderful to believe. And yet the shepherds are living proof that it happened.
All who hear the shepherds' report are amazed (ethaumasan). The verb thaumazō in Luke frequently marks the human response to divine action without necessarily implying faith.
Amazement is a recurring Lukan motif that captures the initial human response to God's intervention. It is a starting point that may or may not develop into genuine faith.

The shepherds' testimony produces wonder throughout Bethlehem. Everyone who hears is astonished, though Luke leaves open whether their amazement deepens into faith.
16So they hurried off and found Mary and Joseph and the Baby, who was lying in the manger.

18And all who heard it were amazed at what the shepherds said to them.
19But Mary treasured up all these things and pondered them in her heart.
20The shepherds returned, glorifying and praising God for all they had heard and seen, which was just as the angel had told them.
