When winter comes and water freezes solid—when the deep ocean's surface becomes hard as stone—that's another mystery you can observe but never explain.
God moves from the question of where frost comes from to describing its visible effects. Job can see frozen water; the question is whether he's ever wondered about the mechanism, the 'why' behind it. The phrase 'surface of the deep' suggests the vast, cosmic waters—again, something beyond human dominion.
God continues speaking
God is painting a picture of a creation that is simultaneously visible and mysterious. We can see the results but not the mechanism. This is deeply relevant to Job's situation: he can see his suffering (the visible effect) but can't see its cause or purpose (the mechanism God knows).
God completes the thought: water transforms into ice and deep waters freeze into rock-hard surfaces—natural transformations that Job neither produces nor comprehends.
The phrase מַים־יִתְעַפּוּ (mayim yith'afu, 'waters harden/congeal') describes phase-change through poetic language suggesting calcification. The 'surface of the deep' (פְנֵי־תְהוֹם, penei-tehom) recalls cosmological language from Genesis 1:2 where the deep (tehom) represents primordial waters—suggesting that even the foundational cosmic elements remain subject to transformation beyond human manipulation.
