Before God gives any rules, He reminds the people who He is and what He's already done for them. His track record proves He's trustworthy, so His commands deserve to be followed.
This is God's introduction to Himself before the commandments. He's not starting with 'obey me because I said so.' He's starting with 'remember how I rescued you when you were helpless.' The people had just experienced slavery so brutal they'd given up hope. Now they're free. That freedom is proof of God's power and love.

Throughout the Bible, God's relationship with His people is built on what He's already done, not just what He demands. Even in the New Testament, Paul reminds believers of the gospel before he tells them how to live. The law always flows from grace.
