The disciples saw what looked like flames of fire separating and settling on each person in the room.
Fire in the Bible represents God's presence and purification. But notice — these flames didn't burn them or the house. This was a visible sign that something holy and transformative was happening to each individual there. Everyone could see that something real was occurring.
Luke, describing the visible phenomenon
John the Baptist had said Jesus would baptize people 'with the Holy Spirit and with fire.' This is that moment. God is marking His people with His presence in a way they'll never forget and that others can witness.
Visible flames of fire appeared above the disciples, dividing and settling on each person individually, symbolizing the Spirit's descent and distribution among them.
The image of fire (πῦρ, pyr) recalls multiple scriptural precedents: the burning bush, the pillar of fire in the wilderness, and the seraphim in Isaiah's temple vision. Crucially, Luke uses διαμεριζόμενα—'divided' or 'distributed'—suggesting not one unified flame but individuated portions. This emphasizes that the Spirit's empowerment reaches each believer personally, not merely the community corporately.

The descent of fire foreshadows what Christ promised in John's Gospel: the Spirit would come to indwell believers, each one receiving their own measure. Mediaeval theologians like Aquinas connected this to the charisms Paul describes in 1 Corinthians 12—diverse gifts distributed as the Spirit wills, yet all belonging to one body.
