The disciples were all gathered in Jerusalem on the day of Pentecost, waiting together as Jesus had instructed them to do before leaving.
After Jesus ascended forty days earlier, about 120 believers had been meeting in Jerusalem, waiting for what Jesus called 'the gift the Father promised.' This was the Jewish festival of Pentecost, when thousands of pilgrims were in the city. The believers had no idea what to expect, but they were obedient to Jesus's command to wait.

This is the pivotal moment when God's promise to empower His people for witness (Joel 2, John 14) is about to be fulfilled. Everything changes here — the church moves from hiding in fear to boldly proclaiming Jesus to the world.

Luke sets the scene with deliberate temporal and spatial precision—πληρόω (plerōō), 'to fill' or 'complete,' signals that a divinely ordained moment has arrived. The disciples, numbering roughly 120 according to verse 15, had obediently remained in Jerusalem following the Ascension, maintaining unity of purpose and location. This was not accident but obedience to the risen Christ's command in 1:4.

This moment inaugurates the age of the Church—what scholars call the transition from the incarnate Christ's earthly ministry to His exalted presence working through the Spirit. Pentecost itself carried deep redemptive-historical significance: the Jewish festival commemorated Torah's giving at Sinai, so the Spirit's arrival here constitutes a new covenant event, echoed in patristic thought from Chrysostom onward.
