No one naturally understands spiritual truth, and no one naturally seeks God. We don't move toward Him on our own; He has to move toward us.

Why it's here

This cuts against something deeply human—the idea that if we just try hard enough, think clearly enough, or search sincerely enough, we can find God. Paul says that's not how it works. Human nature left to itself doesn't seek God.

This is foundational for understanding grace. If people naturally sought God, grace wouldn't be necessary—just good teaching. But if no one seeks Him, then salvation is entirely an act of God's initiative, not a response to human effort.

This verse continues the psalm citation, adding an epistemological dimension to verse 10's moral claim: it is not merely that humans fail to act righteously, but that they lack the very capacity for spiritual discernment (Greek: sunían, 'understanding') and divine aspiration. The absence of anyone 'seeking God' (Greek: ekzetoûnta ton theon) contrasts with the Deuteronomic ideal of seeking the Lord with all one's heart (Deuteronomy 4:29). This articulates what Augustine called *incurvatio in se*—the human will turned inward upon itself, incapable of ascending toward God.

Significance

This explains why the law, though good, cannot generate righteousness: it addresses a will already corrupted, already alienated from its proper end, already incapable of the spiritual orientation necessary for obedience.
