After quoting four Old Testament passages, Paul moves into another prayer. He's asking God to give the Roman Christians what they need to actually live out what he's been teaching. They need more than good ideas; they need God's presence.

Language and setting

The 'God of hope' (theos tēs elpidos) is a distinctively Pauline theological formulation—hope is not human achievement but divine gift. The verb 'overflow' (perisseuo—to abound, to be in excess) suggests not barely adequate peace but superfluous joy. The Roman believers, divided by conscientious disagreement, needed assurance that reconciliation was possible and their fractured unity could be restored.

Significance

Hope becomes the eschatological virtue that sustains the church through present division. This anticipates the Pauline teaching that hope, along with faith and love, constitutes the Christian's entire posture toward God.

11And again: “Praise the Lord, all you Gentiles, and extol Him, all you peoples.”

12And once more, Isaiah says: “The Root of Jesse will appear, One who will arise to rule over the Gentiles; in Him the Gentiles will put their hope.”
