This isn't punishment arbitrarily imposed. These are people who chose their desires over God, pursued them to the end, and found themselves outside. The city's gates are open to anyone who wants in.

The Bible never presents hell as arbitrary. It's always the result of rejecting God's offer. Here we see it concretely: those who loved falsehood and rejected truth end up outside the city.

The scholarly reading

Those outside the city—the morally corrupt, the practitioners of divination and sexual immorality, the idolaters and liars—are excluded from communion with God.

Language and setting

John's list functions not as abstract moralizing but as concrete rejection of the very practices embedded in Roman civic religion—idol worship, sexual practices of pagan temples, sorcery integral to imperial cult. He's telling churches to recognize these as antithetical to the kingdom.

The list parallels 1 Corinthians 6:9-11 and 1 Timothy 1:8-11, affirming Christian moral tradition. But John's placement of this verse immediately after blessing creates stark contrast—inclusion depends on covenantal faithfulness. The Greek term 'outside' (exo) recalls the pattern in Matthew 8:12 and 25:30, where separation from God's presence is the judgment.
