The heavens themselves are like a broadcasting system, announcing to everyone everywhere that God is righteous and glorious.
Before newspapers, social media, or any communication technology, the sky was the most visible platform available. The psalmist is saying that creation itself testifies to God's character in a way no one can miss.

This mirrors Psalm 19 and Romans 1—creation declares God's glory whether people listen or not. The heavens are always preaching.
The heavens themselves become witnesses and messengers, declaring God's righteousness (צִדְקוֹתָיו, tsidqotayv—his vindications and righteous acts) while all nations observe his displayed glory.
This verse shifts from the theophanic spectacle to its theological interpretation. The 'heavens' (שָׁמַיִם, shamayim) function as the boundary between divine and earthly realms; their proclamation means creation itself becomes liturgy. This addressed post-exilic communities who lacked political power—they possessed something more authoritative: cosmic validation of their God's supremacy. The notion that 'all peoples see his glory' (כָּל־הָעַמִּים אֶת־כְּבוֹדוֹ) would have been radical to those living under foreign dominion.
The psalmist interprets the cosmic theophany as bearing moral-theological significance beyond raw display of power.
Paul quotes Psalm 19:1 ('The heavens declare the glory of God') to similar effect in Romans 1:19-20, establishing that nature itself serves as revelation. Medieval and Reformed theology built on this—what's called natural theology—though always in tension with special revelation through Scripture.
