You're asking God to stand up like a judge would in court and deal with the proud—giving them consequences that match their rebellion.
In the ancient world, a judge rising up meant action was coming. The psalmist isn't asking for revenge for personal hurt; he's asking God to restore moral order by dealing with those who proudly defy Him.

The demand for 'reward' (גְּמוּל, gemul) suggests divine recompense: the proud must receive the consequences of their rebellion.
The communal voice continues, invoking God's universal dominion as the basis for justice in their particular circumstance.
This resonates with the prophetic tradition—Isaiah, Jeremiah, and later apocalyptic literature all affirm that God will ultimately judge all nations. The New Testament picks up this motif in Romans 12:19 and Hebrews 10:30, where Paul and the author cite this very psalm to argue that vengeance belongs to God alone.
