The reason these authorities have failed so catastrophically is that they don't understand God's basic values; they've wandered into spiritual and moral darkness, and this corruption is destabilizing everything.
The psalmist is diagnosing the disease: these leaders genuinely don't 'know or understand' God's heart for justice. It's not just that they're ignoring it—they've lost touch with it entirely. And when the foundations of justice collapse, society itself becomes unstable.

This echoes Proverbs and the prophets, who taught that a nation's stability depends on righteous leadership. When leaders turn away from God's values, everything shakes—economically, socially, and spiritually.

The Hebrew parallelism—'they do not know or understand' / 'they wander in darkness'—connects epistemic failure to moral blindness. The statement that 'all the foundations of the earth are shaken' (*kol mōsdê 'āreṣ*) invokes eschatological language; when justice collapses, creation itself becomes unstable (compare Psalm 11:3, Isaiah 24:18-20). This reflects ancient cosmologies in which moral order and physical order were inseparable—a principle Augustine and medieval scholastics inherited and developed.
