God led His people like a shepherd leads sheep, guiding them through Moses and Aaron—simple, trustworthy leaders whom God used to bring His people to safety.
After all the cosmic power and thunder, he brings it back to something intimate: God as a shepherd, leading His people like a flock. Power and tenderness together. The leaders were just instruments of God's care.

This is how the Bible always ends: with God caring for His people personally. The same God who shakes the earth also guides like a shepherd. That's the God worth trusting in crisis.
The psalm concludes by identifying the historical mediators through whom God led Israel: Moses and Aaron, the human agents of divine redemption.
The return to human agency ('by the hand of Moses and Aaron') grounds the cosmic theophany in concrete leadership. 'Tzon' (flock) was common shepherding imagery for Israel under covenant leadership. Moses and Aaron represent the prophetic and priestly orders—the two primary channels through which God manifested His will to Israel. The shift from cosmic imagery to pastoral leadership suggests that God's transcendent power works through human instruments.
