This is royal language. Ancient kings used territorial descriptions to show their power. The Euphrates was the great river of the Near East; the seas represented the known boundaries of the world. This is describing ultimate, comprehensive authority.

This language of universal dominion is applied to Jesus in the New Testament, where He is given 'all authority in heaven and on earth.' It's not about military conquest but about His rightful reign over all creation.
