God is your solid foundation—the rock you stand on—and your fortress, the protected place where you're safe. With Him, you won't be toppled over, no matter what comes at you.
The psalmist is reinforcing the first thought because the threat is real and the temptation to look elsewhere for safety is strong. By repeating the image of a rock and fortress, he's driving home a truth he needs to hear himself: God doesn't fail like walls crack or fortresses fall to siege.

This imagery belongs to a long Hebrew meditation on God as Israel's geopolitical protector, extending from the wilderness wanderings through the Psalter's repeated affirmations. Peter's later declaration that Christ is the living stone carries this imagery forward into Christian kerygma.
