Augustine and other patristic commentators recognized here an echo of Psalm 48:2, emphasizing the "terrible" (nôrāʾ) quality of the divine—not fear-inducing cruelty but overwhelming greatness that commands awe. The phrase "over all the earth" (ʿal kol-hāʾāreṣ) is fundamentally geographic and political: God's dominion encompasses all terrestrial powers.
