God controls the waters, the weather, the natural forces—He keeps all the wild, chaotic power of nature in check.
To ancient listeners, the sea was the ultimate symbol of chaos and danger. Sailors feared it. Storms seemed to come from nowhere. But the psalmist is saying God has it all contained—He 'piles it up' like it's under His complete control. You can sleep through the storm.
The psalmist continues the meditation on God's power over creation.
This foreshadows when Jesus actually calms a storm and when He walks on water—fulfilling exactly what the psalmist says about God's control.
God gathers the waters of the sea and contains them as though in storehouses—a poetic description of divine mastery over chaotic natural forces.
The image of piling up waters (nōd) recalls both the creation account (Genesis 1:9, where waters are gathered to reveal dry land) and ancient Near Eastern mythology, where the sea represents chaos. By depicting God as containing these waters in 'storehouses,' the psalmist domesticates what ancient peoples feared as an uncontrollable force.

The control of waters connects to the Exodus—the parting of the Red Sea (Exodus 14)—where God demonstrated supremacy over natural chaos. This becomes a paradigm: if God commands the sea, surely He commands the nations, foreshadowing verses 10-11.
