From where God dwells in heaven, He has complete awareness of every person and every place on the earth.
This isn't suggesting God is geographically 'up there' in a literal sense; it's poetic language for God's transcendence. His perspective is complete and His gaze is constant. Nothing escapes His notice.

The 'dwelling place' of God moves through Scripture—from the tabernacle to the temple to the church as God's dwelling place. But God's perspective and awareness remain comprehensive.
God's dwelling place—heaven itself—is His seat of judgment and observation; from this position He perceives the actions and circumstances of all who live on earth.
The 'dwelling place' (mᵉkôn šibṭô—literally 'the place of His sitting') denotes both God's transcendence and His active engagement. The verb 'gazes' (ṭāʿâ) suggests intentional, deliberate observation rather than passive awareness. This sets up the ethical implication: God sees and will judge.
