The psalmist develops the previous verse's claim: God specifically guides the humble or afflicted (עניים, anim) in justice and teaches them His ways.

The term עניים (anim) connotes not merely poverty but existential humility—the condition of being lowered, diminished, or brought to dependence; in the theology of the Psalter and the Prophets, this condition becomes paradoxically the prerequisite for receiving divine instruction, inverting worldly status hierarchies.
