This is a pivot away from warnings about what not to do. Now the teacher is calling the young person to actively pursue learning. Your ears and heart need to be engaged, not just passive.

Learning and wisdom are central to all of Proverbs. The whole book is built on the idea that you can become wise if you're willing to listen, learn, and let instruction actually change you.
Commit yourself completely to receiving instruction and knowledge; direct your full attentiveness toward learning from those with wisdom.
The command to 'apply your heart' (הב לב, hava lev—literally 'give your heart') and direct your ears represents a fundamental reorientation of the person toward discipleship. This stands at the pedagogical center of Proverbs, articulating the primary task of the young man—receptivity to formation through teaching and observation.
