The scholarly reading

The man claims lifelong obedience 'from my youth' (ek neotētos mou), using the technical term for the age of bar mitzvah (approximately 13) when one becomes obligated to keep the commandments.

Language and setting

The claim is likely sincere rather than boastful — Jewish piety genuinely aimed at comprehensive law-keeping, and Paul makes a similar claim (Philippians 3:6).

Significance
