Language and setting

The phrase 'acknowledge those who work diligently among you' (tous kopiōntas en hymin) refers to what we might call 'local leadership'—individuals without formal ecclesiastical office (the Pastorals' 'overseers' and 'deacons' language doesn't yet appear) who have taken responsibility for others' spiritual welfare. These leaders are characterized by three functions: hard work, care, and admonishment. For a community potentially fractured by different eschatological anxieties, such leadership was essential.

This represents an early stage of Christian leadership formation, prior to the institutionalization visible in the Pastoral Epistles, yet already recognizing that communities require structures and recognized leaders.
