Joseph gives his steward detailed instructions to pack the brothers' sacks generously with food and secretly return their silver payment at the top of each sack.
The brothers have just completed their business in Egypt and are about to leave. Joseph is setting a trap, but notice—he's also being generous with food. He's testing them, yes, but he's also making sure they're provided for. This is a man torn between justice and love.
Joseph, speaking to his household steward
This begins the climactic test of the entire Joseph narrative. Everything hinges on what happens next with Benjamin and whether the brothers have truly changed from the jealous, deceptive men who sold Joseph into slavery years ago.
Joseph commands his steward to fill the brothers' sacks generously with grain and return their payment silver, setting up what will appear to be theft but is actually Joseph's orchestrated test.
Joseph has already revealed his identity privately to his brothers, but they do not yet fully comprehend his intentions. The steward, privy to Joseph's plans, is enlisted as an instrument of this carefully constructed drama. The repletion of their sacks demonstrates Joseph's continued provision—a mercy masked as routine transaction.
