Significance

This promise begins a sequence of restoration themes that structure all of chapters 36-37. The regathering parallels Isaiah's restoration oracles (e.g., Isaiah 43:5-6) and provides the foundation for what follows: internal spiritual transformation. Without territory, without the possibility of return, the spiritual renewal described in verses 25-27 would be abstractions. God promises both material and spiritual restoration.

22Therefore tell the house of Israel that this is what the Lord GOD says: It is not for your sake that I will act, O house of Israel, but for My holy name, which you profaned among the nations to which you went.
