To Jewish readers, this language would have been almost unthinkable. Only the high priest could enter God's most holy presence. Now Paul is saying that your faith in Christ gives you that same access, permanently. To Gentile readers, it meant they weren't excluded from intimacy with God. This is revolutionary dignity.
